ADULT FLAG FOOTBALL INFORMATION & RULES OF PLAY 2006 SEASON 25 July 06
Sports Center Flag Football League Director: 307-5202/5571 

I. TEAM ELIGIBILITY

1. Eligible participants A. Active Duty B. Reserves C. Dependents 18 and up with valid military identification of active duty, reserves, and retired military. D. DOD civilian employees and contractor employees with government identification. E. Civilians must have proof of insurance, car registration and driver's license.

2. Official roster is limited to 15 players and must be turned in BY COB 10 August 06.

3. At least seven (7) team members must be registered in RECTRAC by SATURDAY, 12 AUGUST 06. A player must be registered at least one day in advance before being eligible to play (24 hours).

4. Deadline for adding players to official roster will be 1700 September 08, 2006.

5. Participation fee is active duty- free, government affiliated $25.00 and Non Government $30.00

6. Military players that report to their duty station after 08 September 06 may be added to the official roster to fill vacant slot. A copy of military orders must accompany the RecTrac registration form. No one will be allowed to participate in the playoffs unless they have registered and played three games during the regular season.

7. Vacancies after the deadline for adding players and caused by the PCS/TDY of a military player or injured player may be filled by any other eligible participants. A copy of the PCS/TDY orders or doctors report must be provided to the Sports Center prior to the addition of players to the roster. It is the team manager’s responsibility to inform the League Director and/or the Sports Center of the roster change 24 hours prior to the next scheduled game. (Ineligible player penalties will apply).

8. VERIFICATION: Each player must be registered in RECTRAC with their fees paid NO LATER THAN 1600 12 August 06. Registration fee must be paid at that time. Penalty--any team violating eligibility, participation fee, and roster or verification process rules will be declared ineligible and the team will forfeit all games that the player's name appear in the scorebook. There will be no registering at the field!

II. LEAGUE ADMINISTRATION

1. All Games will be played on field "B” on Monday and Wednesday, EXCEPT the 1st week games will be played on Monday & Tuesday. Game times will be at 1800 hrs (6.00), 1900 hrs (7:00), 2000 hrs (8:00), and 2100 hrs (9:00). Games canceled due to severe weather will be rescheduled for Thursday.

2. Postponement of games: A. We do not like to postpone or cancel games, but if in our judgment one of the following situation exists, we will be forced to postpone games: 1. The players' safety is in question due to condition of weather and fields. 2. Fields are so wet that they will receive great damage. Obvious decisions to postpone contests due to severe weather may be made at any time of the day. Decisions over questionable weather or standing water are usually made at 16:00 (4:00pm), but sometimes have to be a game-time decision. Coaches are encouraged to view the web site, http://www.selfridge.army.mil/mwr/recreation/sports_center.htm, to see if any information has already been posted on any cancellations, but may also call the Sports Center after 16:00 (4:00pm). Please keep in mind that phone lines are usually very busy on questionable days. B. The team manager/Coach will be notified shortly after 1600 hours on a normal working day by a Sports Staff member via primary phone number provided and email. The team manager will then notify his team members of the postponement. Otherwise all are expected to go to their assigned field and be ready to play ball. Postponed games will be rescheduled at a later date by the league director.

3. Forfeiture of Games: A. GAME TIME is FORFEIT TIME! Teams may begin a game with a minimum of five (5) players. B. Any game which is not completed due to unsportsmanlike conduct and/or ineligibility of players will not be replayed. C. Officials are not required to oversee scrimmage games due to forfeit.

4. If a team(s) drops out of the league they will be ineligible for the post season tournament. All games played against the team(s) that has dropped out will count. The final standings will be determined by a percentage % based formula.

5. The Post Season Tournament will be single elimination format. Seeding will be according to the league's final standings. The higher seed will have the option of kick, receive, defend, or defer.

6. There will be no scheduling preferences of games for any reason for the Post Season Tournament.

7. All rules are subject to change by the Morale, Welfare and Recreation Division.

III. TEAM RESPONSIBILITIES

1. Team Manager/Coach: Each team is to designate a team manager or coach on its roster. The manager will act as the official spokesman between the team and the League Director/Sports Center Staff. The manager shall: A. Turn in the official roster. B. It is the team manager’s responsibility to inform the League Director and/or the Sports Center of any roster change 24 hours prior to the next scheduled game via phone (307-5202) or in-person at the Sports Center. C. Know the eligibility of all team members. D. Be familiar with all rules and regulations. E. Familiarize their players with the rules and regulations of the league. F. Keep teams informed of pertinent information. G. Act as team spokesperson on and off the playing area. H. The manager/coach is responsible for the conduct of self, team and spectators. I. Keep their unit’s Commander's Cup representative aware of any forfeits.

2. If a team changes managers, it must be submitted in writing to the league director and/or Sports Center, to include the new manager’s work & home phone numbers and email address.

3. If a team drops from the league before the end of the regular season, individuals may participate on another team. This must be approved by the league director prior to participating. There will be no trading teams. One release per season will be in effect only for teams dropping from the league.

IV. PLAYING RULES

1. Playing rules shall be from the 2004 – 2005 United States Flag & Touch Football League (USFTL) SCREEN BLOCKING rules (See Section IV Para 2) along with the following exceptions, additions, and emphasis: A. Each team will consist of 7 players. A team may start & finish with five players. Teams failing to provide five players by game time will constitute a forfeit. B. Each team will report to the field 10 minutes prior to game to ensure they have jerseys and are ready to play. C. There will be two (2) 24 minute halves with a running clock. The clock will not stop unless a timeout is called. D. A coin will be tossed at the beginning of the game and the winner will have 4 choices; RECEIVE, KICK, DEFEND, or DEFER. The loser of the toss shall make a choice from the remaining options and at the start of the 2nd half will have the following options RECEIVE, KICK, or DEFEND. E. Kickoffs will be used at the beginning of 1st & 2nd halves and after each score from the 20 yard line. F. After the extra point, successful or not, the kicking team has 45 seconds to kickoff. YOU STILL HAVE TO WAIT for the REFEREES Whistle!!!!!!!!!!! G. Mercy Rule; 1. 21 points or more at the 2 minutes remaining 2. 42 points or more with 5 minutes remaining H. Each team will be allowed three (3) 30 second timeouts per half. The referee will give a 5 second notice and then automatically start the clock after 30 seconds. I. Halftime will be 3 minutes in length. J. Players of opposing teams must wear contrasting colored jerseys and flags. K. Jerseys must be tucked into sweats or shorts, No article of clothing may cover any portion of the player’s flag. UNSECURE HALF SHIRTS ARE NOT PERMITTED. Pants or shorts must be a different color than the flags. L. Flag belts must not be tied. 1st offense is a personal foul. 2nd offense is a personal foul and ejection. For both the ball will be returned to the line of scrimmage and penalty assessed. M. Legal tag: If a player has inadvertently lost their flag belt, then a one (1) hand tag between the shoulder and knees constitutes a capture. Also, if a players flag belt inadvertently falls off while running a one hand tag is needed to end the play. NOTE: The play is never over until the official blows their whistle. N. Removing the flag belt: When the belt is clearly taken from the ball carrier, the play shall end and the ball is declared dead. The belt should be held over the head to assist official with the call. If belt is missing from the runner and not inadvertently lost, the ball is returned to the line of scrimmage and penalty assessed. O. If any player intentionally pulls or removes a flag from a player who doesn’t have possession of the ball that player’s team will be assessed a 10 yard penalty. P. There will be no flag guarding Q. Contact with an opponent on the ground is prohibited R. Helping a ball carrier through pushing or contact is prohibited S. No holding, tackling, aggressive pushing or obstruction of ball carrier to remove flag is allowed T. No metal cleats may be worn. U. Blood rule is in effect-There will be no open cuts allowed that are not covered up. If player gets cut timeout will be called for 1 minute to properly cover wound. V. Overtime: 1. Coin toss where the winner chooses OFFENSE, DEFENSE, or DIRECTION. The loser of the toss shall make a choice from the remaining options. All overtime periods are played toward the same goal line. 2. Each team will receive 4 downs from the same 20 yard line to make a touchdown. The team with possession has a choice to go for 1 or 2 point conversion. 3. If the defense intercepts the ball and returns it for a touchdown THE GAME IS OVER!!!! 4. Each team is allowed one additional 30 second timeout per overtime. After one team has had 4 downs then the opposing team has 4 downs to make a touchdown. 5. If tied after the first overtime, THEN a 2 POINT CONVERSION is a MANDATORY for the rest of the remaining overtimes. W. There will be no obscene language tolerated by staff or officials. Player will be ejected if necessary regarding this rule. X. STANDARD PRE-GAME GROUND RULES: 1. No Contact 2. No hooded shirts or sweatshirts may be worn. 3. No Shorts or pants with ANY POCKETS around or near the flags 4. No JEWLERY (Watches, Rings, or Jewelry. If you must wear it TAPE IT UP! EXCEPT medical alert bracelet. 5. No Foul Language 6. No Smoking on the field or near the playing area. 7. ONFIELD PLAYER INSPECTIONS will be held before each game!!!!!!

Y. If a Commander's Cup Team forfeits one (1) game they will lose 50 points, if a second forfeit occurs they will lose an additional 50 points and will be dropped from the league and ineligible for the playoffs. If a non Commander's Cup team has two forfeits they will also be dropped from the league. EXCEPTION: After a second forfeit, a team may request (in writing) to continue to play in the league but they will be charged $60.00 forfeiture fee (Cover’s the cost of the referee’s fee). Z. Commander Cup teams must have a 50 percent ratio of participants at all times during league play. This means 50 percent of the fielded team must be active duty or reservists. If the team falls below 50 percent there will be 100 points deducted for participation for this sport.

2. Screen Blocking: Screen blocking is legally obstructing an opponent without initiating contact with him/her with any part of the screen blocker’s body. The offensive screen block shall take place without contact. The screen blocker shall have his/her hands and arms at his/her side or behind the back. Any use of the arms, elbows, or legs to initiate contact during an offensive player’s screen block is illegal. A blocker may use his/her hands or arms to break a fall or to retain balance. A player must be on his/her feet before, during, and after screen blocking. A. Screen Blocking Fundamentals. A player who screens shall not: 1) When he/she is behind a stationary opponent, take a position closer than a normal step from him or her. 2) When he/she assumes a position at the side or in front of a stationary opponent, make contact with him/her. 3) Take a position so close to a moving opponent that his/her opponent cannot avoid contact by stopping or changing direction. The speed of the player to be screened will determine where the screener may take his or her stationary position. The position will vary and may be 1 or 2 normal steps or strides from the opponent 4) After assuming his/her legal screening position move to maintain it, unless he/she moves in the same direction and path as his/her opponent. If the screener violates any of these provisions and contact results, he/she has committed a personal foul. B. Blocking and interlocked interference. Teammates of a runner or passer may interfere for him/her by screen blocking, but shall not use interlocked interference by grasping or encircling one another in any manner. C. Use of hands or arms by the defense. Defensive players must go around the offense player’s screen block. The arms & hands may not be used as a wedge to contact the opponent. The application of this rule depends entirely on the judgment of the official. A blocker may use his/her arms or hands to break a fall or to retain balance. D. Para A – C result in a Personal foul, 10 yards.

V. CONDUCT OF COACHES, PLAYERS, and FANS

1. Unsportsmanlike conduct, such as cursing, rowdiness, or continuous baiting of officials or other teams shall be cause for suspension. A. A player, coach or manager ejected from the game will not be allowed to participate in the next game and must leave the football field. Depending on the violation, that player/coach may be suspended for more than one game. (Sports Center Discretion).

B. NO DRINKING of alcoholic beverages before or during your scheduled game. If this occurs player will be ejected from the game. C. NO SMOKING is allowed on the playing field, which includes the player’s bench. D. FOUL LANGUAGE – Foul and Abusive language will not be tolerated. Upon hearing foul language by a player or coach from either team, the referee will warn BOTH TEAMS. The next offense will result in an ejection. E. If a spectator commits offensive, abusive or unsportsmanlike conduct, the official shall stop the game and request assistance or military police. The game may result in forfeit if the spectator is not controlled and is obliviously associated with one of the two teams. The game shall not continue until the controlling action has been completed.

VI. GAME PROTESTS

1. Protests based upon question of the officials’ judgment will not be considered. Only grounds for protest will be misinterpretation of playing rules or questions of eligibility. The notification of intent to protest must be made before the end of the game. Protests can only be made by the head coach/manager.

A. He or she should first calmly discuss the issue with the on-field officials to see if a satisfying correction can be made. If no decision of satisfaction is reached, he or she should state to the referee intentions of noting a protest in the official scorebook. B. That coach or manager shall then immediately approach the official scorebook and physically write a short summation of the problem and have the official score keeper mark where in the game it occurred so the League Director or Sport Center Staff can determine where to replay a game if necessary. C. If that coach/manager decides to follow up on the protest; a written protest with more specifics must be submitted to the Sports Center office by 17:00 (5:00pm) of the next working day. All protests must be signed by the protesting head coach or manager and be accompanied by a $30.00 protest fee. If the protest is lost, the $30.00 will be turned over to the MWR Activity Fund and the time and date of its filing will be recorded on the receipt. (EXCEPTION: Eligibility protests are not subject to the $30.00 FEE). If a protest is won the game will be replayed and picked up at the appropriate place in the game and the $30.00 will be refunded. D. The burden of proof regarding any eligibility protest falls upon the player in question. E. The validity of protest will be reviewed or determined within 5 working days.

VII. REFEREES

1. The referee's right to disqualify players or to remove non-players for objecting to decisions or displaying unsportsmanlike conduct is absolute. 2. The coach or manager of each team may confer with the officials concerning a rule interpretation if it is done in a courteous manner. Matters that involve judgment on the part of an official are not open for question. 3. Duties: A. Inspect players before each game for illegal equipment, hood shirts/sweats, and pockets on the pants/shorts/sweats. B. State the ground rules before the first coin toss. C. Check runner’s flag belt after each score.

VIII. PENALTY FOR USE OF ILLEGAL PLAYER

1. Any team using a suspended, ineligible or released player shall be penalized in the following manner: A. Team will automatically forfeit the game (s) in which the illegal participant played. B. Player will be immediately suspended for the current football season. C. The team may be suspended from the rest of the season and ineligible for the playoffs. D. The manager may also be suspended.

VIII. PRACTICE

1. Each team is allowed to reserve a field for practice. Times are reserved for one hour on the hour. Call the Sports Center at 307-5202/5571 for field reservations for practice. Each team is allowed to reserve one practice time within one week (SUN-SAT). You are allowed to reserve one week in advance.

2. Outside teams must provide own field for practice times.
